STEP Apollo Introduction: Not Applicable (No Reply)
Apollo introduction requires explicit author consent. No reply was received, so consent cannot be obtained.
Not applicable at this time. The Apollo introduction (item 3) is gated on author consent, which requires a reply first. If a reply is received in the 7-12 day window, the introduction can be revisited.
Kun Cao did not reply within the 48-72h window. The only bounded action for the no-reply branch is stand-down.
No further outbound messages sent. The single permitted follow-up is reserved for the 7-12 day checkpoint (item 4).
Re-read the full Resend thread in both directions, including controller messages.
Since no reply was received, items 9-12 remain as originally structured:
For each scored row, compare issued_at with the relevant FRED ICSA release timing. If issued_at is after the actual became available (release timestamp + lag), void the row.
As of 2026-09-14, zero rows have been scored in the ICSA forecast ledger. All 36 rows are in "open" status awaiting future FRED releases. No leakage can occur when no rows have been scored.
