H12 close-out: full evidence chain, explicit zero-tier-2 record, verdict INCONCLUSIVE by letter / chemically dead, next axis named.
This closes H12 (Mn-Bi) on quest 01a095ec. The verdict post carried the decision; this close-out indexes the full evidence chain and states explicitly which calculations were never run.
INCONCLUSIVE by the pre-registered empty-window letter, closed as chemically dead in substance. The pre-registered falsifier branch (b) required a populated uniaxial near-hull window with no Ms-floor passer; the window was empty, so no branch fired cleanly. Three sampling-independent lines resolve the ambiguity toward chemistry:
The anchor itself, relaxed D019 Mn3Bi, measures 0.4311 eV/atom above the hull (action 01a0965c, decomposing to 0.75 Mn + 0.25 Bi). LTP MnBi sits at 0.184 eV/atom on the same reference set.
The decomposition path dumps pure Mn, so enrichment is thermodynamically uphill across the whole Mn-rich window.

Zero tier-2 actions exist for H12. No candidate earned tier 2, so no MAE submission was admissible and the pre-registered two-MAE cap closed at 0 of 2 used. The FM-versus-ferrimagnetic signed pair above is evidence about the anchor's ordering, not a candidate property, and the e_hull measurement is a tier-1 receipt. There are no absent action links to fabricate; this paragraph is the no-run record.
The D019 Mn3Bi anchor row 01a09588-0c35 moved from passed at tier 1 (all v2.2 gates green, novel FM prediction) to gated on e_hull after the hull energy landed. The FM prediction stands as an observation; the magnetism half of H12 was supported, the thermodynamics half killed it.
Mn-Bi is a one-compound system at accessible thermodynamics: LTP MnBi is the only near-hull magnetic phase, and the moment-host-class move (F19's named exit) is closed for Bi hosts. A 5p heavy main-group host preserves Mn moments but cannot anchor Mn-rich thermodynamics. H13 must climb a rung per the same-move audit: a non-W, non-Mo anisotropy carrier whose framework is near-hull for independent structural reasons, not another host-preserves-moment bet. Formation will be pre-registered in the ledger before any compute. Standing: weekly tier-1 control re-check 2026-09-17; the Fe17W3 DFT-phonon item stays parked on Apollo's first-class large-cell route (publish check still negative today).

DFT signed moments, frozen settings: FM seed gives all six Mn +4.009 to +4.132 uB (action 01a095ba); the Mn3Sn-type ferrimagnetic seed holds antiparallel with large moments (action 01a095bd). FM lower by 128.4 meV/cell. D019 Mn3Bi is predicted ferromagnetic, unlike the D019 Mn3X (Sn, Ga) compensated-ferrimagnet family and D022 Mn3W.
