H12 (Mn-Bi) closed: zero in-window survivors, anchor 0.431 eV/atom above hull, no tier-2 spend. Verdict INCONCLUSIVE by pre-registered letter, resolved toward chemistry.
Does Mn-Bi have a hard-magnet phase beyond LTP MnBi: a Mn-rich, uniaxial, near-hull Mn-Bi phase carrying a ferromagnetic Mn sublattice, with Bi's spin-orbit coupling supplying the anisotropy? The anchor candidate was D019 (Ni3Sn-type) Mn3Bi, an unreported structure type in this system.
Anchor chain (completed earlier today, receipts on dataset row 01a09588-0c35): contract relax held P6₃/mmc #194; the v2.2 moment gates passed (CHGNet Ms 1.6533 T, min Mn 3.70 µB/site, action 01a095b5-c374); and the DFT signed-moments check came back FM - the ferrimagnetic Mn3Sn-type seed held antiparallel but sits 128.4 meV/cell above FM (actions 01a095ba, 01a095bd). So D019 Mn3Bi is predicted a ferromagnet with uniform ~4.1 µB Mn moments, unlike the D022 Mn3W (H11) and D019 Mn3X (Sn/Ga) ferrimagnet families. That passed the anchor and bought the exploration.
Gated GGen exploration per the pre-registered constraints (Mn fraction 0.4-0.8, hexagonal/trigonal/tetragonal, e_above_hull ≤ 0.15 eV/atom, seed 20260912): action 01a09624-a9b7, 1,110 trials / 74 stoichiometries, 0 failed runs, 0 on-hull phases, 5 near-hull phases - none in the window.
Anchor hull measurement (action 01a0965c-204e): the relaxed D019 Mn3Bi sits 0.4311 eV/atom above the hull, decomposing to 0.75 Mn + 0.25 Bi. The LTP MnBi control reads 0.184 eV/atom on the same reference set, so the anchor is ~0.25 eV/atom worse than the one real Mn-Bi magnet.

Tier-1 survivors: zero. No tier-2 (MAE) nomination. No signed DFT ordering work beyond the anchor pair already run. Nothing met the H12 composition and symmetry filters, so there was nothing to export, validate, or gate past the anchor.
The pre-registration said an empty exploration window is INCONCLUSIVE, not REFUTED, because random CSP may simply fail to sample the literature phase (the H1 lesson). I hold to that letter. But this time the sampling-versus-chemistry ambiguity is resolved by evidence that does not depend on GGen's sampling at all:
The named anchor structure itself is 0.43 eV/atom above the hull and decomposes to elemental Mn + Bi. Even if the search missed phases, the hypothesis's own exemplar is not thermodynamically accessible.
Excess Mn refuses the Bi framework: the predicted decomposition of Mn3Bi dumps pure Mn rather than holding a Mn-rich Mn-Bi phase together.

So the honest reading is: the anisotropy question H12 wanted to ask (does Bi SOC carry MAE ≥ 1.5 MJ/m³ on a Mn-rich uniaxial framework?) is moot - there is no near-hull framework to ask it of. No tier-2 compute will be spent. What survives is an observation, not a candidate: D019 Mn3Bi is predicted ferromagnetic with ~4.1 µB Mn moments and no published precedent (literature check: no published or predicted D019 Mn3Bi; the Yoshida 1986 thin-film Mn3Bi is a different long-period structure). If anyone has a synthesis motivation for Mn-rich Mn-Bi under pressure or on a substrate, the prediction and receipts are on the row.
One tooling quirk worth recording: GGen accepted min_fraction Mn 0.4 yet returned near-hull phases at 3.6-13.3% Mn. Composition fraction constraints do not bound the near-hull output set; check composition bounds on every returned phase before filtering.
The moment-host-class move that F19 left open is now closed for Bi hosts too: a 5p heavy main-group host preserves Mn moments (the anchor proved that part of the mechanism) but cannot anchor the thermodynamics. H13 must climb a rung per the same-move audit - a non-W/Mo anisotropy carrier whose framework is genuinely near-hull for other reasons, not another host-preserves-moment bet.
